D3.3 Online Assessment Tool of Digital Skills and Smart Transition

Dear Participant,

This questionnaire is conducted within the framework of the HELIX-SMART – Enhancing Linkages and Innovation for Cross-Border Ecosystems and SMART Transition project, implemented under the Interreg VI-A Greece–Italy Cooperation Programme and co-financed by the European Union.

It supports the development and deployment of an online self-assessment tool designed to evaluate the digital skills, digital maturity, and smart transition readiness of small and medium-sized enterprises (SMEs) in Greece and Italy. The questionnaire enables participating SMEs to receive individualized feedback on their digital transformation capacity, while generating anonymized, aggregated evidence to inform cross-border policy design, regional innovation strategies, and targeted SME support measures.

Your responses will contribute to a comparative, evidence-based understanding of sectoral and regional patterns in digital readiness and advanced technology adoption across the Greece–Italy cooperation area. All responses are anonymous and will be used exclusively in aggregated form for research, policy development, and strategic planning purposes within the HELIX-SMART Project.

Completion time is approximately 8–10 minutes.

This questionnaire is fully anonymous and does not collect any personal or identifying information. All responses are recorded and analyzed exclusively in aggregated and non-identifiable form.

The Lead Partner and the Project Partners act as Joint Data Controllers in accordance with the General Data Protection Regulation (GDPR).

The record of your survey responses does not contain any identifying information about you, unless a specific survey question explicitly asked for it.

If you used an identifying access code to access this survey, please rest assured that this code will not be stored together with your responses. It is managed in a separate database and will only be updated to indicate whether you did (or did not) complete this survey. There is no way of matching identification access codes with survey responses.

1. Introduction

The Institute of Industrial Systems of the “Athena” Research Center, based in Patras, acts as a project partner and Data Controller for the collection of data within the framework of the implementation of the project:

HELIX-SMART – Excellence Hubs Enhancing Linkages and Innovation for X-border Ecosystems

The project is co-funded by the INTERREG VI-A Greece – Italy 2021–2027 Programme.

This notice concerns the collection of information through the LimeSurvey Community Edition platform for the purposes of implementing, monitoring, and evaluating the project.

2. Nature of the Data (Anonymity)

This survey is conducted in a manner that ensures the full anonymity of participants. Specifically:

  • No names, email addresses, or telephone numbers are collected.
  • The IP address of participants is not recorded by the Institute of Industrial Systems of the “Athena” Research Center.
  • The data collected concern exclusively responses related to skills, needs, levels of innovation, collaborations, business and research characteristics, as well as issues connected to the development and strengthening of cross-border ecosystems and Excellence Hubs, without any possibility of identifying the data subjects.

3. Purpose and Legal Basis for Processing

The data are collected exclusively for research, development, and statistical purposes, within the framework of the implementation and evaluation of the HELIX-SMART project, and for:

  • Mapping and analyzing the maturity and needs of cross-border innovation ecosystems,
  • Strengthening linkages between research organizations, enterprises, public and institutional bodies,
  • Capacity building and the creation and support of Excellence Hubs,
  • Improving the transfer of knowledge, innovation, and good practices at a cross-border level.

Processing is based on the following legal provisions:

  • Article 6(1)(a) GDPR: Explicit consent of the participant through the voluntary submission of the questionnaire.
  • Article 30 of Law 4624/2019: Processing of data in the context of scientific or statistical research.
  • Article 5 of Law 4624/2019: Processing by public or supervised bodies for the performance of a task carried out in the public interest.

4. Recipients of the Information

The anonymous responses are processed exclusively by:

  • Authorized staff of the Institute of Industrial Systems of the “Athena” Research Center.
  • The consortium of HELIX-SMART project partners, only in aggregated and anonymous form, for analysis, reporting, and documentation purposes.
  • The competent national and European authorities responsible for control and audit of the Interreg Programme (Managing Authority and relevant control bodies), solely for the purposes of verification, certification, and auditing of the physical and financial implementation of the project.

5. Use of the Limesurvey (Community Edition) Platform

The questionnaire is hosted on a self-managed installation of the LimeSurvey platform (Community Edition).
Settings have been selected that do not allow the collection of email addresses or any other identifying information of the participants.
The data collected are anonymous and are used exclusively for research purposes by the Institute of Industrial Systems of the “Athena” Research Center.

6. Data Retention Period

Responses are retained exclusively in aggregated and anonymous form for the period предусмотрed by the rules of the INTERREG VI-A Greece – Italy 2021–2027 Programme (typically up to five (5) years after the official closure of the Programme), for documentation, audit, evaluation, and compliance verification purposes.

7. Rights of Participants

As the questionnaire is anonymous and does not allow your identification, please note that the exercise of rights (such as access, rectification, or erasure) after submission may not be technically feasible, in accordance with Article 11 GDPR.

However, you have the right:

  • Not to submit the questionnaire or to stop completing it at any time before final submission.
  • To request information or clarifications regarding the processing of the survey data.
  • To lodge a complaint with the Hellenic Data Protection Authority (www.dpa.gr).

9. Policy Updates

This Policy may be amended for compliance with new guidelines issued by the Programme’s managing authorities or changes in the applicable legal framework (GDPR and Law 4624/2019). Any updates will be communicated through the same platform used for distributing the questionnaire.
